Anthropic resumes billing for specific API refusals
Anthropic now bills for API requests that are refused before any output when the refusal category is bio, frontier_llm, or reasoning_extraction.
What changed
Anthropic is resuming billing for refusals that occur before any output if the refusal category is “bio”, “frontier_llm”, or “reasoning_extraction”. These refusals are charged like any other request at the rates of the model used. Refusals before output in other categories remain free. Additionally, the Compliance API local session endpoints are out of beta for Claude for Microsoft 365, and the Activity Feed no longer returns file names or titles.
What it means for Zabio customers
Developers using Anthropic models through Zabio will now be charged for these specific types of refusals. Zabio offers several Anthropic models, and these billing rules apply to those requests.
What Zabio does
Nothing changes for Zabio customers.

We’re resuming billing for refusals that arrive before any output when stop_details.category is “bio”, “frontier_llm”, or “reasoning_extraction”, the categories where we measure low volumes of false positives.
